The China University of Political Science and Law (CUPL) is a "Project 211" university—a government honor bestowed upon China's finest institutions of higher education. CUPL is under the supervision of the State Ministry of Education (MOE). Well known for its excellence in legal education, CUPL also enjoys a distinguished reputation in arts, history, philosophy, economics, management, and education. CUPL is located in Beijing on two campuses: the Xueyuanlu Campus in Haidian District and the Fuxuelu Campus in Changping District.

In order to participate in China's modernization and reform process, accelerate the construction of the concept of "the rule of law" in China and Germany and build a long-term cooperative relationship between CUPL and German universities in teaching and research, in October 2004, CUPL, Albert-Ludwigs-University Freiburg, Goethe University Frankfurt am Main, University of Munich, University of Hamburg, and University of Cologne signed the Agreement to Establish the Sino-German Law Institute at China University of Political Science and Law in Beijing. Pursuant to this Agreement, the Sino-German Law Institute was established on Xueyuanlu Campus, Haidian District. In 2014, Humboldt-Universitat zu Berlin and University of Munster joined in the agreement and became the partner German universities.

According to the agreement, CUPL receives up to 10 law/Chinese language students from the cooperation universities as exchange students each year to study China's legal system, law culture and Chinese language at undergraduate, postgraduate and doctorate levels. The duration of study is 6 months to a year. The tuition expense is waived by CUPL.
