William Morris gives a lecture

William Morris, Tax Policy Director of the General Electric Company, gave a speech on Making Tax Policy: UK & US Approaches to the college students on the evening of 24 April.

Associate Prof. Cui Wei from Comparative Finance and Tax Law Center chaired the lecture. Director Fu Jing, from State Administration of Taxation Policy and Regulations Division Office, attended it as a commenter. The tax manager of General Electric (China) Company Ms. Qiu Huiyan was also present.

Morris first introduced the conception of tax policy and analyzed the relationship between tax policy and tax administration. Then, he talked about the functions of tax policy, from collecting fiscal revenue to the supply of social public goods. Morris further emphasized the tax policy making by comparing the approaches to the UK and the US.

Fu commented Morris's seminar and presented a brief introduction to the general tax policy making in China, in terms of the role of the Ministry of Finance and the State Administration of Taxation in the making process of tax policy, the influence of central governmental policy, the calculation of income and the tax policy evaluation.
